We have an opening for a Safety Basis Analyst. You will provide technical support in the area of safety analysis (e.g., qualitative and quantitative risk assessment) and assist the Laboratory to develop and maintain safety basis documentation for nuclear, radiological, chemical, explosive, and other hazardous facilities and activities conducted at LLNL. This position is in the Safety Basis Division.
Essential Duties
Review, write, and provide input to various technical and regulatory documents such as Documented Safety Analyses (DSAs), Technical Safety Requirements (TSRs) and Unreviewed Safety Question (USQ) Determinations.
Lead, conduct and evaluate detailed reviews of complex operations to identify hazards (e.g., energy sources, material at risk) andpostulate credible accidents.
Perform hazard analysis (e.g., HazOps, FMEAs, process hazard analyses).
Prepare safety basis calculations including consequence assessments.
Analyze data collected from facilities for risk, safety, environmental, or reliability concerns and recommend corrective actions when required.
Develop appropriate engineering and administrative controlsto address risks from a safety basis perspective.
Serve as a technical advisor and support associated with regulatory compliance for programs/clients.
Review existing LLNL operations for compliance with DOE directives and LLNL policies and procedures. Recommend changes as needed.
Perform other duties as assigned.Qualifications
Bachelor’s degree in a scientific or engineering discipline, or the equivalent combination of education and significant related experience.
Significant experience working in a nuclear facility (e.g., DOE, NRC), chemical facility, or explosive facility.
Significant experience in one or more of the following: identifying hazards, determining probability and consequence for hazard/accident analysis; evaluating and documenting engineered systems and administrative controls credited in hazard/accident analysis (e.g., Specific Administrative Controls, Limiting Conditions for Operations, Surveillance Requirements); preparing safety basis documentation and developing peer reviewed calculations and other analyses that support safety basis documentation (e.g., Documented Safety Analysis, Technical Safety Requirements, or equivalent experience); using software for consequence dispersion modelling or fire modelling (e.g., MACCS2, Epicode, Hotspot, ALOHA, CFAST); or evaluating changes to a nuclear facility/reactor via a regulatory method (e.g., USQ process).
Significant experience working with nuclear, radiological, explosive, or chemical regulations, e.g., 10 CFR 830, DOE-STD-3009, 10 CFR 830, 10 CFR 50, 10 CFR 52, 10 CFR 70, 10 CFR 72, or 29 CFR 1910.
Advanced verbal and written communication and interpersonal skills to tactfully and discreetly interact with a wide spectrum of personnel, including LLNL and DOE management, and exercise a high degree of discretion, mature judgment, and tact in handling sensitive and/or classified information.Desired Qualifications
Extensive experience with program, facility management operations, or oversight in a chemical-based company, explosives, radiological, nuclear or high hazard facility.
Extensive experience with DOE or Nuclear Regulatory Commission (NRC) or Process Safety Management (PSM) requirements related to safety analysis such as 10 CFR 830, 10 CFR 50, 10 CFR 52, 10 CFR 70, 10 CFR 72, or 29 CFR 1910.
Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.
Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.
